To aid teachers in strategies to make content explicit while still following the SOL guides for VA, The Department of Education in VA has an excellent resource for chemistry teachers with the Science Standards of Learning Enhanced Scope and Sequence. This has ideas on how to present the various SOL content including demonstrations, activities and other suggestions.

McCoy, J.D.and Ketterlin-Geller, L.R. (2004) have an article called, Rethinking Instructional Delivery for Diverse Student Populations: Serving ALL Learners with Concept-Based Instruction in the journal Intervention in School and Clinic.
The article aids in assisting teachers when using explicit content for all learners.
